It's like that mayor dude from New Orleans, whatsisface. He had a report on his desk that says the levees won't survive a storm over category 3, and another report that says a full evacuation of the city would take 72 hours, but did nothing until 24 hours before Katrina hit. But with astute politicking and assigning blame to others other than himself, he got himself reelected. So will, no doubt, the mayors of Albay.
